Address by H.E. Deng Boqing at the Reception Marking the 59th Anniversary of the Founding of the People's Republic of China

Distinguished guests,

Ladies and gentlemen,

It is my great honor to host the reception this evening in celebration of the 59th anniversary of the founding of the People’s Republic of China. First of all, I would like to express my warm welcome and sincere gratitude to all distinguished guests here for your gracious presence.

Looking back to the 59 years, Chinese people strived relentlessly to build a prosperous and powerful country of our own, strikes every compatriot with pride and rejoice. So let’s slow down our steps at this very moment in retrospect of every bit of joy and tears during the 59 years, deriving experiences from the past to serve the pursuit of an even brighter future.

59 years ago, the Communist Party of China, led by the great leader Chairman Mao, fought heroically to drive away the oppressors, both foreign and local, founded the People’s Republic of China and opened a whole new phase of the Chinese history.

30 years ago, the Chinese government, under the leadership of another great leader, H.E. Deng Xiaoping launched the Policy of Reform and Opening up and designed a brand new economic system known as the Socialist Market Economy, which has brought about tremendous changes to the aspect of China. Even now, our rising standard of living and improving social well-being still merit to Mr. Deng’s historic insight and creative attempt to explore a new path in economic development.

Today, the Chinese national economy continues growing steadily and healthily. In the first half of this year, China’s GDP growth rate reached 10.4 % compared with the same period last year, amounted to nearly 1.9 trillion USD. China has already ranked as the 4th largest economy in the world, and has the 3rd largest trade volume. Besides, the relations among the people from all regions and all ethnic groups of China are getting much closer, in a joint effort to build a sound and harmonious society.

China is now playing an increasingly positive and responsible role in the international arena. We will adhere to the peaceful way of development, the policy of reform and opening up and the independent and peaceful foreign policy, in collaboration with other countries to unswervingly maintain the world’s peace and stability, to positively participate in the international economic cooperation, to promote the dialogue and communication between different civilizations and to propel the realization of the harmony and sustainable development of the world.

Ladies and gentlemen,

The year of 2008 should never be marked as ordinary for China.

In March, the new Chinese government was sworn in following the associated convening of the National People’s Congress and the China People’s Political Consultative Conference, which passed the plan of national development for the next 5 years and highlighted the guideline for future development of the country, which is to thoroughly apply the Scientific Outlook on Development in building a harmonious well-being society.

In late May, Mr. Wu Poh-hsiung, Chairman of the Kuomintang, or Chinese Nationalist Party, which became the ruling party following this year’s election of leadership in Taiwan, visited the mainland with a large delegation and met with Mr. Hu Jintao, General Secretary of the Communist Party of China. Following their consensus on the peaceful development of the cross-strait relations, the economic, cultural and inter-party exchanges across the straits became considerably frequent. Among them, the establishment of the weekend charter airlines and the tourist routes to Taiwan are the most prominent achievements.

In late July, the 5th Supplementary Agreement of the Closer Economic Partnership Arrangement, or CEPA, was signed for Hong Kong and Macau. These agreements, mainly focusing on the opening and cooperation in service trade and the facilitation of trade and investment, again points to the sincerity of the central government to consistently assist in the development of the two special administrative regions.

In August and September, the successful hosting of the 29th Olympic Games and Paralympic Games fulfilled the hundred-year dream of the Chinese nation and presented to the peace-loving people all over the world an unprecedented feast of sports. Besides, the Chinese delegation won as many as 51 gold medals during the Games, historically placing China No.1 on the Olympic gold-medal list.

Just 5 days ago, a new milestone was erected for the successful launching of the Shenzhou VII space shuffle and the sequential space walking conducted by Chinese astronauts for the first time. This marks an outstanding contribution of the Chinese nation to the research and peaceful utilization of the outer space for the whole mankind.

As we’re rejoicing over the multi-aspect achievements, we should not forget the 3 major difficulties we encountered this year. The meteorological disaster in southern China caused by rain, snow and ice in February, the Riot in Tibet in March and the Earthquake in Sichuan Province in May resulted in great loss of property and life and deep grief in people’s mind. However, thanks to the prompt reaction of the Chinese Central Government, the all-out efforts to cope with the difficulties nationwide and the unswerving support and the generous assistance rendered by our fellow compatriots overseas, foreign friends and international community, we got over the most difficult period quite shortly and kept the loss at its minimum.

Ladies and gentlemen,

I’d like to take this opportunity to express our whole-hearted appreciation to the government and the people of the Commonwealth of Dominica, for their deep condolences and warm encouragement to the Chinese people at the very time of need.

I’m gratified to find that since our two countries established diplomatic relations 4 and a half years ago, our cooperation and exchange in various areas, such as agriculture, education, human-resource training, sports, healthcare, transportation and housing project have all seen sound and rapid development.

During the Olympic Games, H.E. President Nicholas J.O. Liverpool, Hon. Prime Minister Roosevelt Skerrit and Hon. Minister Vince Henderson respectively attended the Closing Ceremony and the Opening Ceremony. All of them have expressed their perfect delight in enjoying such a marvelous event. In addition, H.E. President Liverpool met with Chinese President Hu Jintao while Hon. Prime Minister Skerrit met with Chinese Premier Wen Jiabao during their visits. They all highly commented the healthy and smooth development of our bilateral relations throughout the years and are confidently expecting even closer friendly and cooperative relations in all stripes between China and Dominica.

By the way, the Mid-autumn Day has just passed, which is a traditional Chinese festival to celebrate family reunion. On this occasion, on behalf of the Chinese Embassy and myself, I’d like to send my heart-felt regards again to the Agricultural Mission, the maintenance team for the Windsor Park Sports Stadium and all of our fellow compatriots in Dominica, thanking you for your long-term contribution to the friendship between China and Dominica.
